Federal Funding Opportunity: Transportation Enhancements & Congestion Mitigation/Air Quality Funds |

The NH Department of Transportation recently released details on the 2005-2006 round (Round 8) of funding under the federal Transportation Enhancement (TE) and Congestion Mitigation Air Quality (CMAQ) programs. TE and CMAQ represent the two most common sources of funding to enhance transportation choice and air quality in New Hampshire Communities. Below are explanations of the two programs, and links to download further information and application materials. Also included below are summaries of project rankings from the last funding round
CMAQ funds are usable for transit and carpool projects, traffic management and control systems, as well as bicycle and pedestrian facilities. The primary purpose of the CMAQ program is to fund projects in air quality non-attainment areas that reduce emissions of ozone precursor chemicals such as nitrogen oxides (NOx), volatile Organic Compounds (VOCs), and carbon monoxide (CO), and small particulate matter produced by automobiles. Both the Seacoast and Salem-Plaistow-Windham MPO regions are non-attainment areas, and are eligible for CMAQ funding. As with Round 7, CMAQ funding applications will be evaluated by MPO boundaries. Approximately $8.5 Million in CMAQ funds are available to NH annually, or a total of approximately $17 Million for this two year funding round.
Transportation enhancements (TE) are transportation-related activities that are designed to strengthen the cultural, aesthetic, and environmental aspects of the Nation’s intermodal transportation system. The transportation enhancements program provides for the implementation of a variety of non-traditional projects, with examples ranging from the restoration of historic transportation facilities, to bike and pedestrian facilities, to landscaping and scenic beautification, and to the mitigation of water pollution from highway runoff. As with Round 7, TE projects applications will be evaluated by Regional Planning Commission boundaries. Approximately $3.7 Million in TE funds are available to NH annually, or a total of approximately $7.4 Million for this two year funding round.
The funding selection occurs every two years. The current round opened in March 2005, with applications due to the Rockingham Planning Commission by August 1, 2005 (this deadline was previously published as July 31, but as that is a Sunday, proposals will be accepted until 5:00 pm on Monday August 1). Project funding is typically available for two or three years. These are reimbursement programs, which usually require a match of 80% federal and 20% municipal.

six rounds of selection, 187 TE projects and 105 CMAQ
